A atividade pesqueira e a formação técnica: profissionalização e intervenção do IFRN na área pesqueira do RN

Abstract

Este estudo objetiva compreender a desvalorização atribuída pelos alunos formação técnica no curso de Recursos Pesqueiros no IFRN Macau (RN), que visa contribuir para a profissionalização e valorização da atividade pesqueira neste território, bem como no Rio Grande do Norte e no Brasil. A hipótese norteadora do estudo é a de que esses sentimentos de desvalorização dos formandos decorre do fato de estarem situados num espaço social onde predominam baixas expectativas de qualidade de vida, bem como de ascensão profissional; do fato de a maioria dos alunos advirem de famílias de pescadores artesanais, que vivem em condições precárias de sobrevivência; do fato de os negócios da pesca, existentes neste território, serem resistentes à introdução de novos conteúdos em seus processos (saberes técnicos advindos dos egressos do IFRN); do fato de o território não conter todos os elos da cadeia da pesca; e da secular insuficiência de políticas públicas visando à efetiva elevação da produtividade, competitividade e sustentabilidade da atividade pesqueira. Em busca da confirmação de tais hipóteses, procedeu-se a uma pesquisa qualitativa-descritiva, com ações empíricas. O arcabouço teórico desta tese tem como principal referencial as contribuições de Anthony Giddens, com foco na Teoria da Estruturação. Assim, busca-se amparo nas contribuições desse autor para a compreensão sociológica da realidade dos jovens e dos reais motivos que implicam a falta de interesse pela formação técnica na área pesqueira. Outros autores também auxiliam na análise, mas de maneira complementar. O estudo também contempla questões históricas e registra o desempenho recente dos Institutos Federais no Brasil e Rio Grande do Norte, bem como sobre a atividade da pesca. A pesquisa de campo centra-se no jovem, ator principal deste estudo; e nos atores que fazem parte do processo de formação dos jovens no IFRN (docentes e servidores do IFRN), bem como em outros atores externos ligados ao cotidiano da atividade pesqueira na região, como empresários, gestores públicos e lideranças da pesca. Aponta-se, como derivações desta tese a percepção da necessidade de alinhamento permanente da proposta do Curso Técnico em Recursos Pesqueiros, de forma a promover e estimular os jovens formandos e estabelecer maior proximidade com o mercado proporcionando-lhes maior aceitação e consequente empregabilidade. Também se constatou, em deriva desta investigação, a necessidade de pressionar junto aos órgãos competentes nas três esferas, municipal, estadual e federal, por um conjunto de políticas públicas integradas e estimuladoras do desenvolvimento da atividade pesqueira na região, no Estado e no país.

This study aims to understand the devaluation attributed by the student’s technical training in the course of Fisheries Resources at the IFRN Macau (RN), which aims to contribute to the professionalization and valorisation of the fishing activity in this territory, as well as in Rio Grande do Norte and Brazil. The guiding hypothesis of the study is that these feelings of devaluation of the trainees arise from the fact that they are located in a social space where low expectations of quality of life predominate, as well as of professional ascent; of the fact that most of the students come from families of artisanal fishermen, who live in precarious conditions of survival; of the fact that the fishing businesses in this territory are resistant to the introduction of new contents in their processes (technical knowledge coming from IFRN alumni); the fact that the territory does not contain all links in the fishing chain; and of the secular insufficiency of public policies aiming at the effective increase of productivity, competitiveness and sustainability of the fishing activity. In search of the confirmation of such hypotheses, a qualitative-descriptive research was carried out, with empirical actions. The theoretical framework of this thesis has as main reference the contributions of Anthony Giddens, focusing on Structural Theory. Thus, it is sought support in the contributions of this author to the sociological understanding of the reality of young people and the real reasons that imply the lack of interest in technical training in the fishing area. Other authors also assist in the analysis, but in a complementary way. The study also contemplates historical issues and records the recent performance of the Federal Institutes in Brazil and Rio Grande do Norte, as well as on fishing activity. Field research focuses on the young, leading actor in this study; and the actors who are part of the process of training young people in the IFRN (IFRN teachers and servers), as well as other external actors linked to the day-to-day fishing activity in the region, such as entrepreneurs, public managers and fishing leaders. It is pointed out, as derivations of this thesis, the perception of the necessity of permanent alignment of the proposal of the Technical Course in Fishing Resources, in order to promote and stimulate the young trainees and establish greater proximity with the market, giving them greater acceptance and consequent employability. In the wake of this research, the need to put pressure on the competent bodies in the three spheres, municipal, state and federal, for a set of integrated public policies that stimulate the development of the fishing activity in the region, in the State and in the country.
