Resumo(s): | Tendo em conta os efeitos pejorativos resultantes do crescente aumento do consumo
global energético, uma das atuais prioridades da União Europeia passa por atingir a
neutralidade carbónica até 2050. Para isso, nos últimos anos, reguladores internacionais têm
implementado medidas legais que promovem a eficiência energética dos edifícios, já que
estes são responsáveis por 40% dos consumos energéticos globais. [1]
Visando convergir com essas políticas, Portugal, a 7 de dezembro de 2020, publicou uma
nova legislação que vem estabelecer novos requisitos aplicáveis a edifícios, de forma a
melhorar o seu desempenho energético, revogando o antigo decreto-lei em vigor – Decreto Lei nº 118/2013. Esse diploma trata-se do Decreto-Lei n.º 101-D/2020, que vem, assim,
atualizar a metodologia de cálculo da classe energética de um imóvel, os critérios de
certificação energética dos edifícios e as obrigações das entidades intervenientes.
Durante o decorrer deste trabalho, pretende-se compreender quais as principais
consequências que a implementação do Decreto-Lei n.º 101-D/2020 teve na determinação da
classe energética de um grande edifício de comércio e serviços, utilizando como exemplo a
Escola Básica Quinta da Veiga – um estabelecimento de ensino localizado na cidade de Braga.
O tratamento dos dados obtidos a partir de duas simulações dinâmicas multizona do
edifício sob análise resultou em duas diferentes classes energéticas: classe B e classe B-, em
conformidade com o Decreto-Lei nº 118/2013 e o Decreto-Lei nº 101-D/2020, pela mesma
ordem.
Examinando as diretivas impostas pelo Decreto-Lei nº 101-D/2020, é possível
compreender que estas se traduzem num aumento de exigência na grande maioria dos
requisitos previstos pela legislação, fazendo com que os edifícios sujeitos aos requisitos
estabelecidos no novo regulamento sejam edifícios mais ecológicos e energeticamente mais
eficientes, e que o processo de certificação energética de edifícios à data existentes passe a
resultar em classes energéticas inferiores às que seriam obtidas aplicando a legislação
anteriormente em vigor. Considering the negative effects resulting from the growing global energy consumption, one of the European Union's current priorities is to regulate with the aim of achieving carbon neutrality by 2050. To this end, in recent years, international regulators have implemented legal measures to promote energy efficiency in buildings, as these are responsible for 40% of total energy consumption. Aiming to converge with these policies, Portugal, on 7 December 2020, published new legislation that establishes new requirements applicable to buildings in order to improve their energy performance, transposing the old decree-law in force - Decree-Law No. 118/2013. This decree-law is the Decree-Law No. 101-D/2020, which therefore updates the methodology for calculating the energy class of a building, the criteria for energy certification of buildings and the obligations of the entities involved. This Work assesses a study of the main consequences of this new directive implementation in determining the energy class of a large building of commerce and services, using as example the Quinta da Veiga Basic School - an educational establishment located in the city of Braga. The analysis of the data obtained from two multizone dynamic simulations of the building under study resulted in two different energy classes: class B and class B-, in compliance with the Decree-Law nº 118/2013 and the Decree-Law nº 101-D/2020. This decrease in energy class allows the conclusion that the publication of the Decree-Law no. 101-D/2020 will cause the energy certification process of existing buildings to result in lower energy classes than those obtained with the previous decree in force. Examining the directives imposed by Decree-Law 101-D/2020, it is also possible to understand that these translate into an increase in requirements in most of the requirements foreseen by the legislation, making buildings subject to the requirements established in the new regulation more ecological and energy efficient buildings, when compared to new buildings constructed under the conditions that were in force in Decree-Law 118/2013. |
