Crimes, incidentes e discursos de ódio em campi universitários portugueses – extremismo, racismo e xenofobia

Abstract

Convicções extremistas motivam a prática de crimes, incidentes e discursos de ódio, incluindo racismo e xenofobia. Fundamentadas no etnocentrismo e eurocentrismo, bem como na não aceitação das diferenças inerentes aos seres humanos, reproduzem estereótipos que limitam a integração de comunidades e causam significativos problemas sociais. Sendo assim, tais condutas devem ser analisadas não apenas no viés criminal, mas também como fenómeno social. O enquadramento teórico da matéria indica que a tipificação legal de crimes, incidentes e discursos de ódio apresenta variações de acordo com os inúmeros sistemas jurídicos. No entanto, tais práticas possuem alicerces em comum, como preconceito, intolerância e mensagem ideológica, visando atingir pessoas (real ou supostamente) pertencentes a determinada minoria. Diversas são as formas de sua manifestação, como agressões físicas ou verbais, presencialmente ou em ambientes digitais. Por sua vez, as estruturas das instituições de ensino superior – incluindo códigos de conduta ética, regulamentos disciplinares e processos internos – desempenham papel essencial na identificação desses comportamentos, para formulação de medidas de prevenção e segurança, bem como adoção de práticas restaurativas. Neste cenário, o presente estudo visa analisar o cometimento de atos relacionados a crimes, incidentes e discursos de ódio, nomeadamente em campi universitários portugueses. De igual forma, objetiva verificar a existência e eficácia de medidas adotadas pelas universidades nacionais, para coibir e tratar tais procedimentos. A parte empírica explora o tema a partir da pertinência e relevância de matérias publicadas na imprensa, bem como postagens na rede social Facebook. Por conseguinte, a metodologia que se mostra mais adequada é a de índole qualitativa, com vertente compreensiva e interpretativa, mediante técnicas de análise de discurso. Por fim, esta investigação visa contribuir para o debate académico, identificando os fundamentos dos crimes, incidentes e discursos de ódio em campi universitários portugueses, bem como apresentar propostas para formulação de ações positivas de proteção da dignidade humana, mediante educação e consciencialização cívica, de modo a fomentar a tolerância e inclusão social.

Extremist beliefs motivates crimes, incidents, and hate speeches, including racism and xenophobia. Based on ethnocentrism and eurocentrism, as well as the non-acceptance of differences inherent to human beings, they reproduce stereotypes that limit the integration of communities and cause significant social problems. Therefore, such behaviors must be analyzed not only in terms of criminality but also as a social phenomenon. The theoretical framework of the matter indicates that the legal classification of crimes, incidents, and hate speeches varies according to the numerous legal systems. However, such practices have common grounds, such as prejudice, intolerance, and ideological message, aiming to reach people (real or supposed) belonging to a certain minority. There are several forms of its manifestation, such as physical or verbal aggression, in person or digital environments. In turn, the structures of higher education institutions – including codes of ethical conduct, disciplinary regulations, and internal processes – play an essential role in the identification of these behaviors, the formulation of prevention and safety measures, as well as the adoption of restorative practices. The present study aims to analyze the commission of acts related to crimes, incidents, and hate speech, namely on Portuguese university campuses. Likewise, it aims to verify the existence and effectiveness of measures adopted by national universities to curb and deal with such procedures. The empirical part explores the theme from the pertinence and relevance of articles published in the press, as well as posts on the social network Facebook. Therefore, the methodology that appears to be the most appropriate is qualitative, with a comprehensive and interpretive approach, using discourse analysis techniques. Finally, this investigation aims to contribute to the academic debate, identifying the foundations of crimes, incidents, and hate speeches on Portuguese university campuses, as well as presenting proposals for the formulation of positive actions to protect human dignity, through education and civic awareness, of to promote tolerance and social inclusion.
