A transformação ideológica dos partidos de centro-direita: o caso do PSD

Abstract

A transformação ideológica dos partidos de centro-direita na Europa tem sido um fenómeno relativamente pouco estudado, apesar de seu papel historicamente significativo na construção e consolidação da ordem democrática e liberal no Velho Continente. A literatura recente tem tentado explicar o fenómeno ponderando, essencialmente, fatores externos, tais como transformações socioeconómicas ocorridas nas últimas décadas, orientados para o longo-prazo. No entanto, essas explicações são insuficientes para justificar os distintos padrões de evolução ideológica desses partidos, no curto-prazo. Esta dissertação tem como objetivo identificar e explicar a evolução do posicionamento ideológico do Partido Social Democrata (PSD), entre 2015 e 2019. O estudo de caso concentra-se na análise das mudanças ocorridas no posicionamento ideológico geral do partido, bem como nas suas posições referentes ao eixo económico e social, assim como em relação à questão específica da imigração. Neste sentido, são formuladas duas perguntas centrais de investigação: (1) Como evoluiu o posicionamento ideológico do PSD entre 2015 e 2019? e (2) Que fatores explicam a transformação ideológica do PSD entre 2015 e 2019? A primeira pergunta tem uma função descritiva e procura identificar as mudanças ocorridas no posicionamento ideológico do partido, enquanto a segunda tem uma função explicativa e busca entender o que motivou essas mudanças. O estudo desenvolve um quadro analítico assente na teoria integrada de objetivos e mudança partidária de Harmel e Janda (1994), que sistematiza tanto os fatores contextuais internos quanto os externos, para explicar a transformação ideológica do PSD entre 2015 e 2019. Na articulação de dados quantitativos e qualitativos, os resultados indicam que o PSD se moveu para a esquerda, tornando-se mais centrista no seu posicionamento ideológico geral e económico. Embora tenha normalizado seus valores no eixo GAL TAN, evoluindo ligeiramente para a direita, o partido tornou-se mais progressista e menos restritivo em relação à imigração. Estes factos contradizem as expectativas identificadas na literatura e reforçam a conclusão de que é necessário considerar tanto os fatores internos quanto os externos para explicar a transformação ideológica desses partidos. The ideological transformation of centre-right parties in Europe has been a relatively understudied phenomenon, despite their historically significant role in building and consolidating the democratic and liberal order in the Old Continent. Recent literature has attempted to explain this phenomenon by essentially weighing external factors, such as socio-economic transformations that have occurred in recent decades, focused on the long term. However, these explanations are insufficient to justify the distinct patterns of ideological evolution of these parties in the short term. This dissertation seeks to investigate the evolution of the ideological positioning of the Partido Social Democrata (PSD) between 2015 and 2019. The case study focuses on analyzing the changes that occurred in the party's overall ideological positioning: it assesses its positions on the economic and social axis, as well as on the specific issue of immigration. In this sense, two central research questions are formulated: (1) How did the ideological positioning of the PSD evolve between 2015 and 2019? and (2) What factors explain the ideological transformation of the PSD between 2015 and 2019? The first question is descriptive and seeks to identify the changes that occurred in the party's ideological positioning, while the second is explanatory and seeks to unveil the determinants of these changes. The study develops an analytical framework based on Harmel and Janda's integrated theory of party goals and party change (1994). In doing so, we were able to consider both internal and external contextual factors to explain the ideological transformation of the PSD between 2015 and 2019. The results indicate that the PSD moved to the left, becoming more centrist in its overall ideological and economic positioning. Although it normalized its values on the GAL TAN axis, evolving slightly to the right, the party became more progressive and less restrictive regarding immigration. These facts contradict the expectations of some literature and reinforce the conclusion that it is necessary to consider both internal and external factors to explain the ideological transformation of these parties. In sum, this study identifies and explains the ideological transformation of the PSD between 2015 and 2019, establishing itself as an analytical and empirical contribution to the literature.
