Análises para planeamento de sistemas de bike-sharing mais inclusivos. O contexto brasileiro

Abstract

Os sistemas de bicicletas partilhadas são atualmente uma opção viável para a mobilidade urbana, e em várias cidades já se tornaram parte da escolha modal os habitantes. Entretanto, esses sistemas tem sido objeto de estudos no que diz respeito a abrangência e a equidade social na utilização, cujas conclusões tem sido maioritariamente indicativas de que há um perfil comum de utilizadores formado em grande parte por homens, brancos, jovens, empregados, com rendimentos acima da média, maior nível de escolaridade e que não possuem mobilidade reduzida. Na tentativa de mitigar as barreiras que usualmente afastam potenciais utilizadores dos sistemas, e que mantém essas distorções sociodemográficas, tem sido realizadas ações em sistemas de várias cidades, para promover a inclusão e a equidade social. Neste contexto, este estudo buscou analisar as características sociodemográficas dos utilizadores dos sistemas de bicicletas partilhadas no contexto brasileiro, e identificar se esses sistemas possuíam uma utilização inclusiva, ou se existiam divergências sociodemográficas na utilização dos mesmos. Do outro lado, o estudo também promoveu um levantamento na literatura pertinente para encontrar quais tem sido as medidas e soluções encontradas mundo afora para promover a inclusão e tornar os sistemas de bicicletas partilhadas mais equitativos. Para tais análises, o estudou utilizou dados de um inquérito aos utilizadores de um dos principais sistemas de bicicletas partilhadas do Brasil, com cinco cidades e uma proporção alta de viagens realizadas em relação ao total do país. Foram realizados testes para concluir se as inferências iniciais de que os sistemas não são inclusivos eram verdadeiras, e para as divergências identificadas foram sugeridas medidas que pudessem mitigá-las e fazer com que o planeamento e a operação desses sistemas os façam cada vez mais inclusivos.

Bike-sharing systems are currently a viable option for urban mobility, and in several cities, they have already become part of the modal choice. However, these systems have been the object of studies regarding the scope and social equity in use, whose conclusions have been mostly indicative that there is a common profile of users formed largely by men, white, young, employed, with above-average incomes, higher education levels and with no disabilities. To mitigate the barriers that usually keep potential users away from the systems, and that maintain these sociodemographic distortions, actions have been carried out in systems in several cities, to promote inclusion and social equity. In this context, this study sought to analyze the sociodemographic characteristics of users of shared bicycle systems in the Brazilian context, and identify whether these systems had an inclusive use, or whether there were sociodemographic differences in their use. On the other hand, the study also promoted a survey of the relevant literature to find out what measures and solutions have been found around the world to promote inclusion and make shared bicycle systems more equitable. For such analyses, the study used data from a survey of users of one of the main shared bicycle systems in Brazil, with five cities and a high proportion of trips made concerning the total in the country. Tests were carried out to conclude whether the initial inferences that the systems are not inclusive were true and for the identified divergences measures were suggested that could mitigate them and make the planning and operation of these systems increasingly inclusive.
