As dimensões da nova mobilidade: uma análise na região Norte

Abstract

Um dos principais desafios que a sociedade atual enfrenta é o de conciliar o desenvolvimento económico com sustentabilidade. A elevada dependência do automóvel, aliada ao crescimento das taxas de urbanização, acarreta inúmeros desafios para a mobilidade, que têm merecido especial atenção, devido ao contributo nos impactos negativos para o ambiente, sociedade e economia. Portanto, surge a necessidade de que as autoridades governamentais restruturem o planeamento das cidades, com ênfase na inversão da pirâmide modal. Este estudo destaca uma pesquisa sobre a identificação e análise das políticas adotadas pelas entidades governamentais, na Região Norte de Portugal, em resposta à nova mobilidade. Para tal, recorreu-se a uma análise qualitativa por meio de entrevistas semiestruturadas, e foram conduzidas cinco entrevistas com Câmaras Municipais na Região Norte. Os resultados contribuem para uma compreensão mais profunda das estratégias adotadas pelas entidades governamentais em resposta à evolução da mobilidade. Estes resultados destacam as principais áreas de atuação das Câmaras Municipais entrevistadas, que incluem o incentivo à utilização de modos de transporte suaves, o desenvolvimento do transporte público e investimentos em infraestruturas e equipamentos viários, que engloba o planeamento dos estacionamentos, a implementação de medidas de redução de velocidade e a expansão de estruturas de carregamento de veículos elétricos.

One of the main challenges that today's society faces is to reconcile economic development with sustainability. The high dependency on cars, combined with the growth of urbanization rates, poses numerous challenges to mobility, which have garnered special attention as they contribute to the negative impacts on the environment, society, and the economy. Consequently, there is a need for government authorities to restructure city planning with an emphasis on modal shift. This study features research on the identification and analysis of policies adopted by governmental entities in the Northern Region of Portugal in response to the new mobility landscape. To this end, a qualitative analysis was conducted through semi-structured interviews, and five interviews were conducted with City Councils in the North Region. The results contribute to a deeper understanding of the strategies adopted by governmental entities in response to the evolution of mobility. The results highlight the main areas of action of the city councils interviewed, which include promoting the use of sustainable transportation modes, the development of public transport and the investments in infrastructure and road equipment, which includes the planning of parking lots, the implementation of speed reduction measures and the expansion of electric vehicle charging structures.
