Resumo(s): | Nos últimos anos acentuou-se a tendência de maior densidade populacional no litoral e de
menor presença de população no interior; atualmente grande parte da população concentra se numa área muito restrita de poucos municípios, quase todos no litoral. Um dos problemas
dos municípios portugueses consiste na dificuldade de reter e atrair pessoas para os seus
territórios. A fiscalidade surge como uma ferramenta ao dispor dos municípios para atrair
pessoas e investimento.
O Regime Jurídico e Financeiro das Autarquias Locais e Entidades Intermunicipais concede
uma margem de liberdade aos agentes políticos locais na fixação dos níveis de tributação. Um
tipo de receitas em relação às quais os municípios têm maior margem são as oriundas das
taxas, tarifas e preços.
O objetivo desta dissertação é analisar os municípios portugueses relativamente à cobrança
de taxas municipais. Nesse sentido, desenvolve-se um estudo empírico comparativo
(transversal) dos 277 municípios portugueses que remeteram à DGAL a informação relativa
ao valor das taxas municipais no ano de 2017. Os resultados empíricos sugerem que as
variáveis socioeconómicas e demográficas estão correlacionadas com a cobrança de taxas
municipais. Os municípios com menor capacidade fiscal, tendem a adotar taxas mais baixas,
de forma a atrair investimentos e promover o desenvolvimento local. In recent years there has been an accentuated trend towards greater population density on the coast and a smaller presence of population in the interior; currently a large part of the population is concentrated in a very restricted area of a few municipalities, almost all of them on the coast. One of the problems of Portuguese municipalities is the difficulty of retaining and attracting people to their territories. Taxation emerges as a tool available to municipalities to attract people and investment. The Legal and Financial Regime of Local Authorities and Intermunicipal Entities grants a margin of freedom to local political agents in setting the levels of taxation. One type of revenue in relation to which municipalities have a greater margin are those from fees, tariffs and prices. The objective of this dissertation is to analyze the Portuguese municipalities regarding the collection of municipal fees. In this sense, a comparative empirical study (cross-sectional) of the 277 Portuguese municipalities that sent the DGAL information regarding the value of municipal fees in 2017. The empirical results suggest that socioeconomic and demographic variables are correlated with the collection of municipal fees. Municipalities with less fiscal capacity tend to adopt lower rates, in order to attract investment and promote local development. |
