Dimensões do interesse. Um mapa conceptual

Abstract

Como o título indicia, esta dissertação faz uma abordagem aos diferentes tipos de interesse de pessoas, comunidades, instituições privadas, instituições públicas, bem como as relativamente recentes parcerias público-privadas (PPP). Numa primeira fase prioriza-se a tentativa de definir e esclarecer o que cada um destes termos significa tanto isoladamente como na relação entre si, caso ela exista ou seja possível. Depois, na segunda fase, pretende-se defender que estes vários interesses são muito diferentes uns dos outros caso se tente uniformizar o conceito de interesse. O corpo fulcral da argumentação basear-se-á nas diferentes teorias e convicções de vários autores incontornáveis nos meandros da Filosofia Política; entre eles Aristóteles, Maquiavel, Hobbes, Locke, Rousseau, Kant, Stuart Mill, Rawls, Amartya Sen, Peter Singer e outros mais, sem abdicar de uma moderada, mas firme opinião e crença pessoal. Reconhecendo e defendendo a primazia do interesse individual sobre todos os outros interesses, exceto o interesse próprio, derivam daqui temas como a natureza humana, a natureza das instituições, relação entre justiça e eficiência no interesse público e no interesse privado, parcerias por interesse e corrupção. Como principal objeção ao pensamento corrente de que uma coisa ou é privada ou é pública apresenta-se aqui o caso das PPP – Parcerias Público Privadas.

As the title suggests, this dissertation addresses various types of interest held by individuals, communities, private institutions, public institutions, and relatively recent public-private partnerships (PPPs). In the first phase, there is a prioritization of an attempt to define and clarify what each of these terms means, both individually and in relation to each other, if such a relationship exists or is possible. Then, in the second phase, the intention is to argue that these various interests are significantly different from each other when attempting to standardize the concept of interest. The central body of the argument will be based on the diverse theories and convictions of several indispensable authors in the field of Political Philosophie, including Aristotle, Machiavelli, Hobbes, Rousseau, Kant, Stuart Mill, Rawls, Amartya Sen, Peter Singer, and others, without forsaking a moderate yet firm personal opinion. Recognizing and defending the primacy of individual interest over all other interests, except self-interest, leads to themes such as human nature, the nature of institutions the relationship between justice and efficiency in both public and private interests, interest-driven partnerships, and corruption. As the primacy objection to the prevailing notion that something is either private or public, the case of Public-Private Partnerships (PPPs) is presented here.
