As dimensões pedagógicas e burocráticas no processo de liderança do Supervisor Escolar do município de São Paulo: um estudo de caso

Abstract

O trabalho tem como foco investigar as dimensões pedagógicas e as dimensões burocráticas da supervisão escolar do município de São Paulo. Busca conhecer as atribuições desse profissional dentro da unidade escolar e os impactos na práxis. A metodologia utilizada foi a qualitativa, pois busca-se compreender as percepções dos atores envolvidos. Como a supervisão escolar tem a identidade técnica e fiscalizadora, deixada como marca pela história, a investigação tem por objetivo apurar quais as percepções que a comunidade escolar tem hoje a respeito desse profissional e em qual perspectiva ele está atuando. Norteiam a pesquisa questões que problematizam a ambiguidade dos estilos de liderança para promover uma educação de qualidade na figura de um líder educacional. Interessa saber se existe ou não uma preocupação com o fazer pedagógico tanto quanto com as questões burocráticas e os resultados dessas ações supervisivas. O caminho percorrido envolve análise documental e entrevistas com equipes gestoras, professores, e supervisores, todos na ativa, da rede municipal de São Paulo, nas diferentes modalidades de ensino (CEI, EMEI, EMEF e escola infantil conveniada). As entrevistas foram semiestruturadas e aconteceram de forma remota, pois estamos em isolamento social devido ao COVID -19. Todas as perguntas orientadoras foram respondidas com a análise das entrevistas. O enquadramento teórico pautase no estudo do tema liderança e nas teorias da administração, mais especificamente a teoria clássica da administração cientifica e burocrática. Os objetivos traçados foram alcançados. Como conclusão de estudo de caso nota-se que há diferenças de ações supervisivas entre os supervisores. Alguns conseguem equilibrar, com muita excelência as dimensões pedagógicas e burocráticas dentro de uma organização educativa. O supervisor que se preocupa com a dimensão pedagógica tanto quanto com a dimensão burocrática é admirado, respeitado e aguardado pelo grupo. Sua contribuição enriquece as ações daquela organização impactando as pessoas e com resultados muito satisfatórios na qualidade de ensino. Desenvolve a prática da supervisão pedagógica, aquela que ouve, orienta, discute, partilha conhecimento, elabora em conjunto as ações, busca promover o ensino de qualidade. Enquanto que outros supervisores ainda permanecem no passado, com uma supervisão burocrática, sem conhecer as escolas que supervisionam, sem se preocupar com o trabalho pedagógico e os seus desafios. The work focuses on investigating the pedagogical and the bureaucratic dimensions of school supervision in São Paulo. Search to know the attributions of this professional within the school unit and the impacts on praxis. The methodology used was qualitative, as it seeks to understand the perceptions of the actors involved. How school supervision has the technical and supervisory identity, left as a mark by history, the investigation aims to find out which perceptions the community school has now a days about this professional and in what perspective are they acting. Questions that problematize the ambiguity of the leadership styles to promote quality education in the figure of a educational leader. It is interesting to know if there is or not a concern with the pedagogical do as much as with bureaucratic issues and results of these supervisory actions. The path taken involves document analysis and interviews with management teams, teachers, and supervisors, all in the active, from the municipal network of São Paulo, in the different modalities of education (CEI, EMEI, EMEF and partner school). The interviews were semi-structured and happened remotely, because we are in a social isolation due to COVID -19. All guiding questions were answered with the analysis of the interviews. The theoretical framework is based on the study of the theme of leadership and in management theories, but specifically the classical theory of administration, scientific and bureaucratic. The goals set were achieved. As a case study conclusion note that there are differences in supervisory actions between supervisors. Some manage to balance, with great excellence, the pedagogical dimensions and bureaucracy within an educational organization.
