dc.description.abstractDesde 2007, a União Europeia (UE) tem desempenhando um papel significativo na segurança de oceanos e mares, inclusive avançado estrategicamente com a sua presença na região do Atlântico Sul. A evolução da dimensão marítima da PESC/PCSD tem proporcionado à UE reforçar a sua actorness de segurança, no que diz respeito à sua capacidade de agir como um ator estratégico no quadro da gestão de crises. Logo, o objetivo deste estudo é analisar o(s) tipo(s) de papel que a UE tem desempenhado na arquitetura de segurança do Atlântico Sul, de modo a destacar os atributos fortalecidos (ou enfraquecidos) da sua qualidade de ator (actorness), no período entre junho de 2006 e fevereiro de 2022. Para esse fim, a presente pesquisa utiliza o quadro teórico da Role Theory para lançar luz sobre o entendimento do comportamento de política externa da UE no âmbito da segurança do Atlântico Sul, oferecendo ferramentas que analisam as percepções das instituições comunitárias e as expectativas de organizações e países sul-atlânticos com base na posição social ocupada pela União. A pesquisa emprega uma abordagem qualitativa e interpretativa para a compreensão detalhada dos significados intersubjetivos e percepções de política externa dos atores políticos. Ainda, seleciona o Atlântico Sul como estudo de caso único por ser um oceano pouco explorado na literatura académica como espaço estratégico para a presença da UE. Como complemento ao estudo de caso, a pesquisa emprega também os métodos de process tracing e de análise crítica do discurso para extrair inferências descritivas e causais do fenómeno social, além de identificar, através da linguagem, aspectos de poder que as instituições comunitárias e representantes das organizações e países sul atlânticos empregam para moldar ou assumir papéis sociais. Os resultados da pesquisa permitiram concluir que os papéis desempenhados pela UE no quadro da segurança no Atlântico Sul, nomeadamente o de facilitador da cooperação e do diálogo em assuntos marítimos, o de agente arquiteto, o de promotor da governança marítima e o de provisor de segurança marítima, fortaleceram a natureza multifacetada da sua actorness. Portanto, a presente investigação contribui para o reforço dos estudos sobre a PESC/PCSD, ao trazer propriedades do campo da segurança marítima para uma análise da actorness internacional.por
dc.description.abstractSince 2007, the European Union (EU) has played a significant role in the security of oceans and seas, including strategically advancing its presence in the South Atlantic region. The evolution of the maritime dimension of the CFSP/CSDP has enabled the EU to strengthen its security actorness in terms of its ability to act as a strategic actor in crisis management. Therefore, the study aims to analyze the type(s) of role the EU has played in the South Atlantic security architecture in order to highlight the strengthened (or weakened) attributes of its actorness in the timeframe between June 2006 and February 2022. To this end, the current research uses Role Theory as a theoretical framework to shed light on the understanding of the EU's foreign policy behaviour within the South Atlantic security domain. This theory offers tools that analyze the perceptions of European Community institutions and the expectations of South Atlantic organizations and countries based on the social position occupied by the Union. The research employs a qualitative and interpretive approach for a detailed understanding of the intersubjective meanings and foreign policy perceptions of political actors. Furthermore, it selects the South Atlantic as a unique case study because it is an ocean barely explored in the academic literature as a strategic space for the EU’s presence. As a complement to the case study, the research also employs process tracing and critical discourse analysis methods to draw descriptive and causal inferences from the social phenomenon. Also, to identify, through language, aspects of power that community institutions and representatives of South Atlantic organizations and countries employ to shape or assume social roles. The research findings conclude that the roles played by the EU in the South Atlantic maritime security framework have strengthened the multifaceted nature of its actorness, namely the roles of facilitator of cooperation and dialogue in maritime affairs, agent-architect, promoter of maritime governance, and maritime security provider. The current research thus contributes to the enhancement of the CFSP/CSDP studies by introducing insights from the field of maritime security into an analysis of international actorness.por
