| dc.description.abstract | A partir da década de 1980, as transformações econômicas e sociais decorrentes da implantação da agenda neoliberal na Tunísia desaguaram nas revoltas sociais que conjuntamente ficaram conhecidas como Revolução de Jasmim em 2011. A transição do bourguibismo – um modelo político-econômico de tipo nacional-desenvolvimentista com características culturais islâmicas – para o modelo ideológico neoliberal deslaçou a frágil coesão social e acentuou conflitos sociais. No pós-Revolução, o regime democrático liberal instituído viu a ascensão do partido Ennahda como força política mais proeminente da república, o islã político como ideologia dominante e o retorno de um programa nacional desenvolvimentista como resposta às falhas das políticas neoliberais em entregar o prometido desenvolvimento econômico e social. Entretanto, a instabilidade causada pela Revolução desestruturou ainda mais a economia tunisiana, lançando o país em uma crise mais profunda. A necessidade de empréstimos para manter funções básicas do Estado colocou o governo tunisiano à mercê das demandas do Programa de Ajuste Estrutural (PAE) do Fundo Monetário Internacional, que significaram um reforço das políticas neoliberais e o enfraquecimento das capacidades do Estado de bem-estar social. Neste vácuo surgiu o Partido Destouriano Livre - PDL, um partido de extrema-direita e defensor da antiga ditadura, que obteve o terceiro lugar nas eleições legislativas de 2019. Assim, a Tunísia ingressou no mapa da onda sistêmica populista de extrema-direita que cresce no cenário neoliberal. Em 2021 a jovem democracia tunisiana sofreu um golpe de Estado pelas mãos do presidente Kaïs Saïed que revogou a constituição, desmantelou o parlamento e se aproximou ainda mais do FMI, abrindo novos caminhos para a instabilidade interna no país. Nesse contexto, esse estudo recorre às lentes teóricas do sistema mundo para analisar o impacto do neoliberalismo nas relações políticas e sociais no período revolucionário e pós-revolucionário na Tunísia. Argumenta-se que o neoliberalismo é o denominador comum das crises política, social e económica deste país, com especial papel na ascensão do populismo de extrema-direita. No entanto, o caso da Tunísia é emblemático por demonstrar que o neoliberalismo não é uniforme em sua implementação e suas consequências. No caso da Tunísia, a componente cultural do islã e a componente histórica por trás da elite local são apresentados como fatores relevantes para esta dinâmica e seus efeitos. | por |
| dc.description.abstract | Beginning in the 1980s, the economic and social transformations arising from the implementation of the neoliberal agenda in Tunisia spilled over into the social uprisings that jointly became known as the Jasmine Revolution in 2011. The transition from Bourguibism - a national-developmentalist political-economic model with Islamic cultural characteristics - to the neoliberal ideological model tore apart the fragile social cohesion and accentuated social conflicts. In the post-Revolution, the established liberal democratic regime saw the rise of the Ennahda party as the Republic's most prominent political force, political Islam as the dominant ideology, and the return of a national-developmentalist program as a response to the failures of neoliberal policies to deliver the promised economic and social development. However, the instability caused by the Revolution further destabilized the Tunisian economy, throwing the country into a deeper crisis. The need for loans to maintain basic state functions placed the Tunisian government at the mercy of the demands of the International Monetary Fund's Structural Adjustment Program (SAP), which meant reinforcing neoliberal policies and weakening the capacities of the welfare state. In this vacuum emerged the Free Destourian Party - FPD, a far-right party and defender of the former dictatorship, which came in third place in the 2019 legislative elections. Thus, Tunisia entered the map of the systemic populist far-right wave which hits the neoliberal scenario. In 2021 the young Tunisian democracy suffered a coup at the hands of President Kaïs Saïed who abrogated the constitution, dismantled parliament, and moved even closer to the IMF, opening new avenues for internal instability in the country. In this context, this study draws on the world-system theoretical lens to analyze the impact of neoliberalism on political and social relations in the revolutionary and post-revolutionary period in Tunisia. It is argued that neoliberalism is the common denominator of the political, social and economic crises in this country, with a special role in the rise of far-right populism. Moreover, the case of Tunisia is emblematic for demonstrating that neoliberalism is not uniform in its implementation and its consequences. In the case of Tunisia, the cultural component of Islam and the historical component behind the local elite are presented as relevant factors for this dynamic and its effects. | por |
