Modificações orçamentais nos municípios portugueses: análise da magnitude e determinantes

Abstract

Todos os municípios Portugueses elaboram os seus orçamentos previsionais, mapeando as suas receitas e despesas que esperam executar ao longo do ano fiscal. No entanto, os valores executados pelos municípios podem diferir dos valores que constam nos orçamentos inicialmente aprovados. O objetivo desta dissertação é analisar a magnitude e que fatores influenciam os desvios orçamentais. De acordo com a literatura, consideramse determinantes políticas, financeiras, organizacionais e sociodemográficas. Para proceder com a análise, recolheram-se dados para os orçamentos previsionais (fornecidos pelos respetivos municípios) e para os orçamentos executados (DGAL) dos 308 municípios portugueses para os anos 2016 e 2017. Na primeira parte da análise, estuda-se a frequência e magnitude das modificações orçamentais na despesa e na receita corrente e de capital. Na segunda-parte é formulado o modelo empírico considerado para estudar as determinantes dos desvios orçamentais. Os resultados sugerem que as variáveis políticas, financeiras, socioeconómicas e demográficas estão correlacionadas com os desvios positivos, embora de forma heterogénea.

All Portuguese municipalities prepare their estimated budgets, mapping the income and expenses they expect to execute during the fiscal year. However, the amounts executed by municipalities may differ from the amounts estimated in the budgets initially approved. The purpose of this dissertation is to analyze the magnitude and to find the factors that influence budget deviations. According to the literature, political, financial, organizational and sociodemographic determinants are to be considered. For this analysis, data were collected for the estimated budgets (provided by the municipalities) and for the executed budgets (DGAL) of the 308 Portuguese municipalities for the years 2016 and 2017. In the first part of the analysis, we study the frequency and magnitude of budgetary changes in current and capital expenditure and revenue. In the second part, we develop the empirical model to study the determinants of budgetary deviations. The results suggest that the political, financial, socioeconomic and demographic variables are correlated with the positive deviations, although in a heterogeneous manner.
