Educação e desenvolvimento: racionalidades das políticas educativas no âmbito da cooperação portuguesa com Cabo Verde

Abstract

A tese aborda a relação entre educação e desenvolvimento no campo da cooperação internacional e tem como principal objetivo analisar as racionalidades presentes nas políticas educativas no contexto da cooperação portuguesa com Cabo Verde, com particular incidência na Educação Básica. O propósito é produzir um conhecimento mais aprofundado sobre a problemática da cooperação, de modo a que os resultados tenham relevância científica, mas também social e política, pensando na melhoria da educação em Cabo Verde. Em torno desta problemática enfatiza se a reconfiguração das políticas educativas no quadro da globalização e da interdependência local-global e as implicações nas lógicas da cooperação e do desenvolvimento. Com contributos das epistemologias do Sul e das teorias pós-coloniais e decoloniais, analisam-se as racionalidades dos atores políticos na conceção e implementação de programas e ações, assim como o modo como os atores sociais, estatais e não estatais, portugueses e cabo-verdianos, veem e participam nos mesmos, em termos políticos, organizacionais e técnicos. O estudo inclui uma perspetiva diacrónica que abrange um período de 50 anos, incluindo o contexto revolucionário de 1974 e o que se seguiu à independência. Com a descolonização, fechou-se o ciclo do império e abriu-se um novo ciclo, não só para Cabo Verde no contexto africano, como também para Portugal no contexto europeu. As relações entre os dois países tiveram continuidade, embora em novos moldes, à luz do princípio da reciprocidade inerente à cooperação internacional. Estaria deste modo encontrado o enquadramento para manter a presença de investimentos portugueses em Cabo Verde, assegurando simultaneamente a manutenção da língua portuguesa. Na sua origem, essa cooperação assentou essencialmente numa conceção assistencialista da solidariedade, tendo progressivamente acompanhado, no entanto, a evolução das políticas de cooperação internacional, e beneficiado do conhecimento teórico e empírico produzido neste campo. A própria filosofia da cooperação e os modelos e práticas de atuação foram sendo repensados, embora as racionalidades da cooperação entre os dois países tenham mantido ao longo do tempo um pendor unilateral e centralizado, baseando-se mais em normativos de Portugal do que numa lógica bilateral, descentralizada, contextualizada e emancipatória.

This thesis approaches the relationship between Education and Development concerning the international cooperation and its main objective is to analyse the rationalities present in the educational policies in the Portuguese cooperation with the Cape Verde context, more specifically in the Primary Education. The purpose is to produce a deeper knowledge on the cooperation issues, in a way that it results may have scientific but also social and political relevance, having in mind the improvement of the Education in Cape Verde. Regarding the central issue, the reconfiguration of educational policies, from a globalization and local-global interdependence set, is highlighted as well as the implications on the way cooperation and development work. With the contribution of the epistemologies of the South and the post-colonial and decolonial theories, we analyse the rationalities of the political actors in the making and implementation of programs and actions, including the way Portuguese and Cape Verdean state and non-state actors see and participate in them, in political, organizational and technical terms. The research has a diachronic perspective covering a period of 50 years, including the 1974 revolutionary context and the post-independence period. With the decolonization, the Empire cycle closed off and a new one begun, not only for Cape Verde, in the African context, but also for Portugal in the European one. The relation between the two countries continued, although in new ways, in the light of the principle of reciprocity inherent in international cooperation. It would thus be found the framework to maintain the presence of Portuguese investments in Cape Verde, while ensuring the maintenance of the Portuguese language. In its origin, that cooperation was based essentially on an assistencialist conception of solidarity, having progressively followed, however, the evolution of international cooperation policies, as well as the theoretical and empirical knowledge produced in this field. The philosophy of cooperation itself and the models and practices of action were being rethought, although the rationalities of cooperation between the two countries have over time maintained a unilateral and centralized bias, based more on Portuguese regulations rather than a bilateral, decentralized, contextualized and emancipatory logic.
