The decentralization and delegation of competences, which began in the last quarter of the 20th century, constituted an attempt to overcome various social and economic problems in several parts of the world. The main objectives of this movement were focused on the search for greater efficiency in the resource allocation, on bringing political decisions closer to the needs of the territories and, finally, on the search for greater speed and participation of local decision makers in the outlined solutions. In Portugal, this process has seen advances and setbacks. Furthermore, the literature points out that decentralization, similarly to what happened in the rest of the world, favors municipalities politically aligned with the central government. However, at the level of infra-municipal governance, there are no studies carried out on the matter, which justifies the necessity and originality of the study of this theme. Thus, because there is a mutual electoral interest resulting from political alignment, the main objective of this study is to know whether this political alignment influences the delegation of competences of municipalities to parishes. In order to accomplish this, we employed t-test, OLS regression models and panel data analysis for the 2014-17 mandate, and we could observe the existence of statistically significant differences in the amount of funds transferred to the parishes that are politically aligned, compared to non-aligned ones. Furthermore, the results obtained for the 170 parishes of CIM Cávado project some differences and indicate ideologically different behaviors depending on whether it is the left or right wing of the political spectrum. They also point to the existence of an effect of the electoral cycle, as it may be noted that the amounts involved increase as we progress through the mandate, reaching their maximum in the decisive election year.por
