Será que a prevenção vale o investimento? O caso da diabetes na Europa

Abstract

Este estudo analisa a relação entre investimentos em prevenção e indicadores de saúde, com especial enfoque na redução dos Anos de Vida Potencialmente Perdidos (AVPP) devido à Diabetes tipo 2, no contexto europeu. Através de uma abordagem quantitativa, foram examinados dados de 28 países entre 2011 e 2023 utilizando técnicas avançadas de análise de clusters e modelos de regressão linear. No que toca aos modelos de regressão, as respostas indicam que um maior investimento em prevenção está diretamente associado a uma redução significativa dos AVPP no médio prazo, sendo este efeito mais pronunciado nos países que seguem o modelo de saúde Beveridge. Na prática, Portugal, apesar de seguir o modelo Beveridge e dos esforços na promoção da prevenção, apresenta desafios estruturais e limitações na alocação de recursos que impedem a redução mais expressiva dos AVPP. Estas respostas reforçam a necessidade de repensar as políticas públicas e de priorizar um financiamento sustentável e eficiente da prevenção. Ao demonstrar que sistemas de saúde melhor estruturados conseguem transformar o investimento preventivo em ganhos tangíveis, este estudo constitui um alerta fundamental para os decisores políticos, sublinhando a urgência de estratégias mais robustas e direcionadas.

This study analyzes the relationship between investments in health prevention and health indicators, with a special focus on the reduction of Potential Years of Life Lost (PYLL) due to Type 2 Diabetes in the European context. Using a quantitative approach, data from 28 countries between 2011 and 2023 were examined through advanced cluster analysis techniques and linear regression models. Regarding the regression models, the findings indicate that greater investment in health prevention is directly associated with a significant reduction in PYLL in the medium term, with this effect being more pronounced in countries following the Beveridge healthcare model. In practice, Portugal, despite following the Beveridge model and making efforts to promote prevention, faces structural challenges and resource allocation limitations that hinder a more substantial reduction in PYLL. These findings reinforce the need to rethink public policies and to prioritize sustainable and efficient financing of prevention. By demonstrating that better-structured health systems can transform preventive investment into tangible gains, this study serves as a fundamental alert for policymakers, underlining the urgency for more robust and targeted strategies.
