A fundamental challenge in performance-based earthquake engineering is the limited availability of hazard-consistent three-component (3C) ground motion time series required for nonlinear response history analysis (NRHA). While empirical ground motion models (GMMs) reliably predict intensity measures (IMs) for seismic hazard assessment, they do not generate acceleration time series. Conversely, stochastic simulation methods can produce full waveforms but are difficult to condition directly on prescribed hazard targets while preserving physical realism and inter-component correlations. In addition, purely data-driven machine learning (ML) approaches for GMM development may exhibit limited generalization when trained on the relatively small datasets available in engineering practice. This thesis addresses these limitations by developing a unified end-to-end approach for generating hazard-compatible, physically consistent 3C stochastic ground motions without relying on historical seed records or post-simulation spectral matching. The proposed approach integrates stochastic simulation, multivariate statistical modelling, and physics-informed ML within a conditional generation framework. The first contribution is an enhanced fully nonstationary stochastic simulation method capable of reproducing broadband earthquake motions, including low-frequency features associated with near-fault directivity, basin effects, and the evolution of multiple strong-motion phases within a unified formulation. The method improves the representation of temporal and spectral nonstationarity while maintaining computational efficiency, and is validated using recorded earthquakes, including the 2023 Kahramanmaraş, Türkiye, earthquake sequence and a pulse-like subset of the PEER NGA-West2 database. The second contribution is a modular multivariate mixed-effects regression (MMER) framework for jointly modelling the stochastic parameters governing ground motion simulation. Unlike conventional approaches that estimate parameters independently, the proposed framework captures median trends, hierarchical aleatory variability, and the covariance structure among correlated parameters. Its modular structure allows the predictive component to use either classical regression models or ML methods while preserving statistically consistent variance decomposition. Building on these developments, the thesis introduces a conditional simulation framework in which stochastic parameters are predicted using a physics-informed neural additive model across the three orthogonal ground motion components. By combining physically constrained learning with multivariate statistical conditioning, the framework generates synthetic waveforms that satisfy prescribed scalar or vector-valued hazard targets while preserving empirical scaling relationships, inter-component dependencies, spectral characteristics, and record-to-record variability. Overall, the proposed approach provides a practical link between seismic hazard assessment and realistic stochastic ground motion generation, enabling the direct production of hazard-compatible 3C time-series for engineering applications. The methodologies developed in this research are released as open-source Python packages (SGSIM, MMER, and PINAGMM), supporting reproducible and extensible research in performance-based earthquake engineering.eng
