A educação de adultos e a língua inglesa : das orientações políticas à execução de referenciais de competências-chave

Abstract

O estudo que a seguir se apresenta foi desenvolvido no âmbito do Mestrado em Ciências da Educação, área de especialização em Educação de Adultos. Este trabalho consiste na análise de discursos e orientações políticas europeias e portuguesas no que diz respeito à aprendizagem de línguas estrangeiras por parte de adultos. A Língua Inglesa assume particular destaque devido ao seu atual estatuto de língua global. Esta investigação apresenta uma dimensão nacional e transnacional, sustentando-se em documentos de índole política que traduzem orientações educativas, no âmbito da aprendizagem das línguas estrangeiras por aprendentes adultos. A dimensão transnacional permite ainda uma abordagem profunda sobre o lugar que a Língua Inglesa ocupa no mundo, bem como uma construção de todo o seu percurso de ascensão ao longo dos últimos anos. Fez-se, ainda, uma avaliação e contextualização da Educação de Adultos a nível europeu e a nível nacional, através do recurso a marcos históricos pertinentes. Optou-se particularmente pela análise de conteúdo e posterior reflexão crítica, sendo que a componente empírica desta dissertação consistiu na leitura e análise crítica do Referencial de Competências-Chave para a Educação e Formação de Adultos, Nível Secundário, a qual se mostrou conclusiva em relação ao real desfasamento existente entre as diretrizes políticas em vigor para com a prática efetiva das mesmas. Os resultados obtidos confirmam que, efetivamente, a Língua Inglesa se tem assumido como língua dominante em todo o mundo, percebendo-se o seu forte passado em níveis como o económico, o militar, o político ou o tecnológico. No entanto, ainda que estatísticas confirmem o Inglês como a língua mais falada na Europa, a verdade é que, tanto os documentos europeus como os portugueses não dão primazia à aprendizagem dessa língua. O Referencial de Competências-Chave para a Educação e Formação de Adultos, Nível Secundário é um exemplo disso mesmo ao não especificar apenas o estudo da Língua Inglesa, na área das línguas estrangeiras.

The present study was developed to obtain the Master’s degree in Education, specialization in Adult Education. This work consists of the analysis of speeches and european and portuguese political orientations concerning the learning of foreign languages by adults. The English Language assumes a particular highlight due to its current status as a global language. This investigation presents a national and transnational dimension, sustained by documents of political nature that imply educational orientations, in the scope of the learning of foreign languages by adult learners. The transnational dimension leads us to a deep approach about the importance of the English Language in the whole world, as well as the definition of its ascension path throughout the years. An evaluation and constextualization of the Education of Adults in Europe and Portugal were also done, by recurring to important historical facts. The content analysis and post critical reflexion were chosen as means to develop the empirical part of this dissertation, which consists of lecture and critical analysis of the Referencial de Competências-Chave para a Educação e Formação de Adultos, Nível Secundário. Our analysis proved to be successful showing the huge gap between the political orientations and the practice of them. The obtained results confirm that, effectively, the English Language has assumed itself as the dominant language in the world. Its strong past background in many levels, such as the economic, the military, the political or the technological is understandable. Even though statistics prove the English Language to be the most spoken in Europe, the truth is that the european documents, as well as the portuguese ones do not put the English Languge in the front row to be learned by adults. The Referencial de Competências-Chave para a Educação e Formação de Adultos, Nível Secundário is a very good example, as it does not only mention the learning of English, but also other languages, as far as foreign languages are concerned.
