Das potencialidades às dinâmicas: estudo de caso da rota dos moinhos no município de Vila Verde

Abstract

O turismo é uma atividade que tem demonstrado ser uma estratégia com potencial em termos de desenvolvimento local. O seu conceito apresenta-se como uma atividade abrangente, multidimensional e complexa, que está reiteradamente em construção. As Estatísticas do Turismo referentes a 2013 revelam que nesse mesmo ano a atividade turística apresentou uma evolução globalmente positiva e também refletem o progresso positivo do Turismo em Espaço Rural num passado recente (2000-2007). Vários recursos endógenos são importantes permitindo tirar partido da atividade turística. Entre eles sobressaem os 176 moinhos existentes no município de Vila Verde, afigurando-se a criação de uma rota como um elemento que poderá vir a ser estruturante no desenvolvimento turístico do município de Vila Verde. A atividade turística em territórios de baixa densidade demográfica pode ser apresentada como complementar ou alternativa à atividade agrícola (que tem verificado um acentuado declínio), mas não se pode apresentar como solução para todos os problemas que estes enfrentam. Na presente investigação é abordada a proposta de criação de uma rota dos moinhos no município de Vila Verde. São caraterizados os moinhos em estudo, e é ainda analisada a perceção de atores locais sobre a criação da rota dos moinhos, tendo sido usada a técnica de entrevista semiestruturada. A importância dos moinhos tem de ser compreendida tendo em consideração o valor patrimonial destes. Da análise realizada conclui-se que a criação da rota dos moinhos seria uma mais-valia para o desenvolvimento do município de Vila Verde. A atração de turistas permitiria desenvolver estabelecimentos municipais já existentes. Adjacente a esse fato está a criação de postos de emprego, para satisfazer as necessidades que a rota dos moinhos causaria na comunidade local.

Tourism is an activity that has been shown to be a strategy with potential in terms of local development. Its concept presents itself as a comprehensive, multidimensional and complex activity, which is repeatedly under construction. Tourism statistics for 2013 show that in that same year the tourist activity presented a generally positive development and also reflect the positive progress of tourism in rural areas in the recent past (2000-2007). Several endogenous resources are important enabling you to take advantage of the tourist activity. Among them stand out the 176 existing mills in the municipality of Vila Verde, and the creation of a route as an element that may be structuring in the tourist development of the municipality of Vila Verde. Tourism activities in the territories of low population density can be presented as complementary or alternative to agricultural activity (which has been having a sharp decline), but not as a solution to all the problems that they face. In this research a proposal to create a route of the mills in the municipality of Vila Verde is addressed. The study of the mills and the perception of local actors about the creation of the route of the mills was analyzed, and a semi-structured interview technique was used. The importance of the mills must be understood in the light of their heritage value. The analysis concluded that the creation of the route of the mills would be an asset for the development of the municipality of Vila Verde. The attraction of tourists would allow developing existing municipal establishments. Adjacent to this fact is job creation, to meet the needs that the route of the mills would cause in the local community.
