Resumo(s): | O ensino superior moçambicano, como aquele espaço que deve encontrar as soluções para os problemas
com que o país de debate, encara desafios trazidos pelo fenómeno da globalização económica, na busca
da relevância dos currículos desenvolvidos pelas suas instituições.
A globalização económica impôs ao ensino superior moçambicano reformas que incluíram a expansão do
acesso ao ensino superior. Até ao ano de 2016, o país contava com 49 instituições de ensino superior.
A análise dos dossiês de criação de instituições de ensino superior tem sido um desafio para os técnicos
ao nível do Ministério de tutela do ensino superior. As dificuldades com que nos deparávamos, como
funcionários do Ministério que tutela o ensino superior, no tratamento dos processos de licenciamento de
instituições de ensino superior motivaram-nos a desenvolver esta investigação com o objetivo de analisar
os principais problemas existentes no ensino superior moçambicano, tendo em conta os normativos e as
práticas curriculares.
Ensino Superior em Moçambique: do Discurso Legislativo às práticas Curriculares é um estudo de casos
múltiplos realizado sobre as políticas curriculares e práticas curriculares privilegiadas no âmbito do
licenciamento de instituições de ensino superior, bem como sobre as práticas curriculares que ocorrem na
interação entre professores e alunos em sala de aula, no âmbito do funcionamento das instituições de
ensino superior.
A investigação privilegia o paradigma qualitativo-quantitativo e evidência a existência de problemas tanto
ao nível do licenciamento, bem como ao nível do funcionamento.
Ao nível do licenciamento, os problemas envolvem as políticas curriculares, a falta de formação dos
técnicos que analisam os dossiês de abertura destas instituições, questões organizacionais entre os
analistas e a falta de domínio da legislação pelos proponentes das instituições de ensino superior.
Ao nível do funcionamento, estão envolvidas a falta de formação pedagógica dos docentes e a exclusão
dos estudantes na construção curricular. O estudo mostrou que estes problemas têm uma influência negativa na qualidade das análises efetuadas
aos processos de licenciamento, bem como ao processo de ensino aprendizagem. Concretamente, a falta
de formação dos analistas e dos docentes determina entendimentos de currículo e de desenvolvimento
curricular que se situam na teoria curricular técnica ou na racionalidade tecnológica. Por um lado, os
técnicos frequentam cursos que nada têm a ver com o trabalho que realizam e não desenvolvem ações de
autoformação de modo a adquirirem competências necessárias para análise desses dossiês. Por outro
lado, docentes e alunos têm pouco espaço na tomada de decisões, sendo que, maioritariamente,
implementam decisões tomadas a outros níveis. Mozambican higher education, as the space that must find solutions to the problems facing the country, faces challenges brought about by the phenomenon of economic globalization, in search of the relevance of the curricula developed by its institutions. Economic globalization imposed on Mozambican higher education reforms that included expanding access to higher education. By the year 2016, the country already had 49 higher education institutions. The analysis of the dossiers for the creation of higher education institutions has been a challenge for technicians at the level of the Ministry of higher education. The difficulties that we encountered as technicians of the Ministry responsible for higher education in the treatment of licensing processes in higher education institutions motivated us to carry out this research in order to analyze the main problems in Mozambican higher education, taking into account normative and curricular practices. Higher Education in Mozambique: from the Legislative Discourse to Curricular Practices is a multiple case study carried out on the curricular policies and on the privileged curricular practices in the scope of the licensing of higher education institutions and the curricular practices that occur in the interaction between teachers and students in in the context of the functioning of higher education institutions. The research privileges the quantitative-qualitative paradigm and shows the existence of problems both at the licensing level and at the level of operation. At the licensing level, the problems involve curriculum policies, the lack of training of technicians who analyze the opening dossiers of these institutions, organizational issues among analysts and the lack of mastery of legislation by proponents of higher education institutions. At the level of the operation, they are involved the lack of pedagogical training of the teachers and the exclusion of the students in the curricular construction. The study showed that these problems have a negative influence on the quality of the analyzes made to the licensing processes, as well as on the process of teaching learning. Specifically, the lack of training of analysts and teachers determines curricular and curricular development understandings that lie in technical theory or technological rationality (Pacheco, 2007). On the one hand, technicians attend courses that have nothing to do with the work they do and do not develop self-training actions in order to acquire the skills necessary for the analysis of these dossiers. On the other hand, teachers and students have little space in decision making, being that they are mostly objects that must implement decisions taken at other levels. |
