O uso da inteligência artificial no policiamento preditivo

Abstract

O presente estudo trata do Policiamento Preditivo por meio do uso do Big Data e da Inteligência Artificial. Com o crescente uso de métodos preditivos, aumenta a preocupação com a utilização correta dos meios com o intuito de proteger os dados de milhares de pessoas, além da proteção dos direitos inerentes à sua condição humana. A pesquisa define os termos relacionados ao big data, tais como algoritmos, inteligência artificial e machine learning. Também analisa o uso da inteligência artificial no contexto do Regulamento Geral de Proteção de Dados, o RGPD, além de regulamentos dos órgãos responsáveis na União Europeia. Por fim, são demonstrados os resultados do funcionamento do programa de policiamento preditivo XLAW, que é utilizado pela Polícia Italiana. Tais resultados permitiram contemplar o uso do Big Data como prevenção da criminalidade.

This paper deals with Predictive Policing using Big Data and Artificial Intelligence. With the increasing use of predictive methods, there is a growing concern about the correct use of the means in order to protect the data of thousands of people, in addition to the protection of the rights inherent to their human condition. The research defines terms related to big data, such as algorithms, artificial intelligence and machine learning. It also analyzes the use of artificial intelligence in the context of the General Data Protection Regulation, the GDPR, and documents from the European Union. Finally, the results of the operation of the predictive policing program XLAW, which is used by the Italian Police, are demonstrated. These results allow us to contemplate the use of Big Data as crime prevention.
