Arquitetura como equalizador social: a reabilitação da ilha da Bela Vista

Abstract

Nesta dissertação, intitulada “Arquitetura como Equalizador Social: A Reabilitação da Ilha da Bela Vista”, pretende-se entender a reabilitação arquitetónica como um equalizador social. Sendo a qualidade habitacional um direito constitucional, a questão do estigma ligado à habitação social surge como uma preocupação em relação à forma como os habitantes destes espaços são segregados pela sociedade. Deste modo, pretende-se compreender os motivos que dão origem ao estigma social e o impacto que este tem nas pessoas. Paralelamente, objetiva-se contrariar o pressuposto que considera as ilhas um espaço degradado, que será, consequentemente, estigmatizado. Por consequência, visa-se a mitigação do conceito de ilha em associação direta com uma população empobrecida, visando o exemplo de reabilitações contemporâneas em que a melhoria da qualidade do espaço é um fator de dissipação do estigma. Assim, percecionam-se as possibilidades de integrar estes lugares na malha urbana em que se inserem, conectando-os com a cidade. Neste sentido, pretende-se afirmar a arquitetura como meio de dissipar estigmas sociais, integrando todos os habitantes na sociedade, através da melhoria da qualidade das habitações. Para isso, irá ser estabelecida uma dicotomia comparativa entre o estigma social sentido pelos habitantes que viviam em habitações em estado precário na Ilha da Bela Vista, e a mudança que foi gerada após essas habitações serem alvo de reabilitação. Assim, objetiva-se reinterpretar o conceito de ilha enquanto um lugar para a comunidade, onde podem ser criados espaços para ações coletivas e atividades sociais que comuniquem com os programas da cidade em que se insere, e que, em última instância, aludam ao espírito de inclusão social. A potencialização destes complexos habitacionais para atividades sociais poderia resultar da melhoria das condições habitacionais dos residentes destes espaços, mas também permitiria a melhoria da qualidade de vida da população em geral. Usando como caso de estudo a Ilha da Bela Vista, pretende-se narrar toda a sua história, desde a sua construção até à recente reabilitação; analisando o modo como este processo decorreu, salienta-se a colocação do arquiteto no bairro e a reformulação do conceito de ilha. Este era anteriormente um espaço fechado, restrito a um pequeno grupo de habitantes, e é agora um espaço aberto para a sociedade em geral.

In this dissertation, entitled “Architecture as a Social Equalizer: The Rehabilitation of Ilha da Bela Vista”, we intend to understand architectural rehabilitation as a social equalizer. As housing quality is a constitutional right, the issue of stigma linked to social housing arises as a concern in relation to the way in which the inhabitants of these spaces are segregated by society. In this way, the aim is to understand the reasons that give rise to social stigma and the impact it has on people. At the same time, the aim is to counter the assumption that considers islands to be a degraded space, which will, consequently, be stigmatized. Consequently, the aim is to mitigate the concept that an island is directly associated with an impoverished population, aiming at the example of contemporary rehabilitations in which improving the quality of space is a factor in dispersing stigma. Thus, the possibilities of integrating these places into the urban fabric in which they are located are perceived, connecting them with the city. In this sense, the aim is to affirm architecture as a means of dispersing social stigmas, integrating all inhabitants into society, through improving the quality of housing. To this end, a comparative dichotomy will be established between the social stigma felt by the inhabitants who lived in precarious housing on Ilha da Bela Vista, and the change that was generated after these housing were subject to rehabilitation. Thus, the aim is to reinterpret the concept of island as a place for the community, where spaces can be created for collective actions and social activities that communicate with the programs of the city in which it is located, and that, eventually, allude to the spirit of social inclusion. The enhancement of these housing complexes for social activities could result in the improvement of the housing conditions of the residents of these spaces, but it would also allow the improvement of the quality of life of the population in general. Using Ilha da Bela Vista as a case study, we intend to narrate its entire history, from its construction to its recent rehabilitation; Analysing the way this process took place, the architect's placement in the neighborhood and the reformulation of the island concept stand out. This was previously a closed space, restricted to a small group of inhabitants, and is now an open space for society in general.
