| dc.description.abstract | Since the late 1970s, following a prolonged period of repression against the LGBTI+ community, various changes have been made to Portuguese legislation in an effort to mitigate the discrimination faced by this group. This progress has been driven by the lobbying activities of the transnational LGBTI+ social movement, which has undergone processes of NGOization in its international outreach, thus paving the way to Non-Governmental Organizations. However, this topic remains under-explored in the literature, as existing studies rarely articulate the lobbying activities of transnational social movements operating in Portugal with the defense of LGBTI+ rights, with a particularly noticeable gap from 2017 to 2023. In an effort to enhance current knowledge about the dynamics of lobbying strategies, in terms of the relationship between the choice of strategy to adopt (inside and outside lobbying) and the policy goals to be achieved, this dissertation aims to analyze the relationship between the lobbying strategies of ILGA Portugal — one of the most prominent organizations in the LGBTI+ movement in Portugal — and its policy goals from 2017 to 2023. Based on the model by Binderkrantz and Krøyer (2012), which establishes the relationship between lobbying strategies (i.e., insider and outsider and their variants) and the goals to be achieved (i.e., policy goals and their subcategories), and through the quantitative content analysis of 6 annual reports, 60 statements on the ILGA Portugal website and other qualitative data, this study showed that this organization prioritized the (outsider) media strategy during the examined timeframe. This contradicts the initial expectations that pointed to the primary use of the (insider) administrative strategy. Based on this analysis, it was possible to conclude that ‘technical’ and ‘simple’ policy goals determined the adoption of the (insider) administrative and the (outsider) protest strategies, respectively. However, the obtained results challenge the correlation offered by Binderkrantz and Krøyer (2012) between specific goals and the use of the administrative strategy, suggesting the need to apply the authors' model to different social contexts - particularly by noting how the lobbying activity is perceived by practitioners in countries culturally different from Denmark - and to reassess the influence of the type of policy goals on the use of the (outsider) media strategy in future studies. | por |
